Lecheng's "minimal approval" in practice: bonded-warehouse stock takes days, a new order takes weeks

Whether a Lecheng patient waits 48 hours or several weeks depends on one question: is the specific product already in the bonded warehouse? Approval is no longer the bottleneck; physical supply and clinical checks are. Plan travel around that, and do not buy non-refundable tickets first.

Policy·

Our earlier note covered the pre-review pool that separates product review from the individual patient. This one is about what that means for the calendar. The legal base is the State Council's 2018 grants for imported devices and drugs, consolidated by Hainan's 2023 provincial rules; approval is filed on a paperless traceability platform. Our source reports the application window falling from 27 working days to about three, and to one working day for products already used in the zone.

Two tracks

  • Bonded-warehouse stock (previously approved, held in the public bonded warehouse): online draw-down filing in as little as one working day, customs clearance and hospital delivery in one to two, and treatment 24 to 48 hours after the patient arrives and passes baseline checks.
  • New order (first-time, rare-disease, or no stock): at least three senior specialists complete an urgent-need opinion form and the ethics committee approves; the provincial health commission assesses within five working days and the drug regulator permits within seven (three to seven overall). Then ordering from the overseas holder, cold-chain air freight and port clearance take two to four weeks.

No walk-in dispensing

These are unregistered products, so a hospital cannot dispense on the day you land. The usual path: remote review of records two weeks out (pathology, molecular reports, treatment lines with reasons for stopping, imaging, translated into Chinese); expert and ethics review; stock check; on arrival, consent, then blood, liver, kidney, coagulation and cardiac baselines; administration with 24 hours or more of observation. The product must be approved in an ICH member jurisdiction. Off-label ideas will not pass review.

Taking medicine home

Under the October 2023 take-away measures, oral, topical (eye, nose, ear, skin) and subcutaneous products may leave the zone. Intravenous drugs, cell therapies and high-risk devices may not. The pharmacy breaks the outer pack, adds a patient-specific traceability code marked for that patient only, supplies typically one to three courses, and the patient commits to remote follow-up. Resale or transfer ends eligibility.

Planning rules

  • Stock item: travel once indication and your allocated dose are confirmed; keep three to five days of slack.
  • New order: wait for the approval and for the product to reach the warehouse before booking.
  • Expect mostly self-pay, covering the product, expert review, admission and tests.
